No Dail tone - Tie down

I Just Switched my local phone service to at&t. I Have No Dial Tone. At&t Says I Need A Tie Down In My Nid Box Located On The Side Of My House. Their Going To Charge Me $135. To Bring Dialtone Inside My House. Can I Do This Myself And Save The $?

I'm puzzled about this one. If you had phone service before, you already have a tie down. If you've added a second of third line, then you would need additional tie points installed in the NID. The tie down looks like this (and may or may not have the green arrestor):
