hello;

I have a 3 way switch, there is no white wire present in the switch box. only incoming and outgoing black and read and ground,
in other word there is no neutral.

1- is that normal way for 3 way switch?
2- because no neutral wire presence, you can't tap to get 110vac connection?
3- I measure 110vac only when the switch, switched, between 2 of the leads on the switch? but not for any other leads when it is not switched (light on)?

1. Yea. There are many many ways to wire a 3 way switch.
2. No You need a neutral and a constant power source (not a traveller) to tap off.
3. 2 of the 3 wires coming off of the switch are travellers that connect to the other switch.. The common wire will have a different colored screw. You will have voltage on only 1 traveller at a time and it will vary depending on your setup and the positons of the switches..

HEre is some more info on 3 way circuits...

Can't be a three way if you only have two wires in and out. Ground doesn't count. Could be a four way. Are all four wires connected to the switch?
