Outside Faucet Shutoff

I have located a valve inside the house that is labeled turn on outside faucet. When I turn this valve, I hear water coursing through, but when I go outside and turn the faucet there, nothing happens.
Anyone have a magic bullet here? Thanks in advance.

I guess we need to know if you are standing in the basement on the other side of an outside faucet or if the vavle is in the middle of your home built on a slab. I would be real cautious in any case if you can hear water running and can't see where it's going!

The inside valve is in the basement on the opposite side of the house from the outside faucet (about forty feet away). Is this information helpful?
