I could use a little advice here, can I or should I install a ceramic floor ontop of my cement basement floor? Will the new floor tend to crack ?

Concrete is like mixing a cake to bake. Some turn out good some turn out bad just due to the mix. Then there is a curing process that should be done while the concrete is curing. Check with your concrete supplier for pass outs for that curing activity best serving their concrete mix. Concrete can and often will crack. If the concrete floor cracks so will a properly installed tile installed on that concrete floor.
Both products are either masonry or ceramic most commonly. You can install the tile on your concrete floor. However before you install the tile to that floor you need to thorougly clean the concrete floor and use an acid wash to follow up letting the concrete dry then start installing your tile. Check with your supplier to make sure you are using the proper glue to install on concrete and go for it.
